A political agreement between the European Parliament and the Council was reached on 25 June, introducing a fairer, greener, more animal friendly and more flexible Common Agricultural Policy (CAP). It includes higher environmental and climate ambitions aligned with the Green Deal as well as a fairer distribution of CAP support, especially for smaller and medium-sized family farms and young farmers.
The European Parliament and Council voted positively on the new regulations on 23 November and 2 December 2021 respectively.
In terms of next steps, the so-called secondary legislation, detailing the implementation of the new CAP, is currently in the works. The most urgent secondary acts will be adopted by the Commission before the end of the year, the rest are expected to be adopted in the first part of 2022.
Member States have until 31 December 2021 to submit their CAP strategic plans.
The Commission will then assess these plans and provide its observations to Member States.
The Commission has a total of six months to approve the plans, as revised by Member States where necessary, in order for them to apply as of 1 January 2023 when the new CAP will enter into application, after a transitional period.
The new CAP focuses on nine key objectives, linked to common EU goals for social, environmental, and economic sustainability in agriculture and rural areas.
